According to this, there is a parking lot on the opposite side of horse creek road from the forest road. If you want to travel the 2 miles up the forest road, take a left on the wooden bridge. According to their information, you will pass the Sampson Mountain Wilderness Boundary sign during another tenth of a mile. You must continue for about half a mile before taking a right over Squibb Creek. If you see the Turkey Pen Cove trail sign, you will know you have gone too far. "Just 20 paces past" is what it says, which is how far away you should have walked. According to that quote, you have to cross the creek a 12 times in the uphill portion of your way to the falls. There is a switch on the approach that you can see after the last crossing.
